Final Report on the Evaluation of the First Offender Prostitution Program

The effectiveness of the First Offender Prostitution Program (FOPP), which is “designed to reduce the demand for commercial sex and human trafficking in San Francisco by educating men arrested for soliciting prostitutes (or “johns”) about the negative consequences of prostitution,” is assessed. Seven chapters follow an executive summary: program background and description; evaluating the program’s design and implementation; evaluating the program’s effects on offender knowledge and attitudes; evaluating the program’s impact on reoffending; assessing program costs; assessing program transferability; and conclusions and recommendations. FOPP is quite effective at significantly reducing recidivism at no cost to taxpayers. Accession Number: 023069
