Issues surrounding the enrollment of individuals in SVORI (Serious and Violent Offender Reentry Initiative) programs are examined. Topics discussed include: projected and actual enrollment; juvenile programs; factors related to program entry; differences in barriers to enrollment between adults and juveniles; and difficulties encountered by agencies. Enrollment was lower than expected with the greatest barrier being stringent eligibility criteria.
