The costs and benefits of expanding Alabama's prison capacity by utilizing private contracting is determined. Sections comprising this report are: the scope of Alabama's prison overcrowding problem; possible policy responses to the prison overcrowding problem; a brief history about and growth of private prisons in the U.S.; studies of private prisons; similarities and differences between private and public prisons; other benefits besides cost considerations in private prison contracting; common arguments against private prisons; practical considerations in private prison contracting; and discussion and policy recommendations, and policy recommendations for Alabama -- three reasons private prison construction "makes sense" for Alabama with cost being of minor consequence.
