Sections following an executive summary are: background; results according to jails being understaffed in prior years and understaffing in combination with increased absences led to higher personnel costs; recommendations; and Multnomah County Sheriff's Office responses to the audit. While higher levels of overtime negatively impacted absence management efforts, absences still need to be managed better.
