The connection between sentencing and corrections policies on incarceration rates at the state level during the period of 1975 to 2002 is investigated. Sections of this report include: overview (executive summary); policies and imprisonment; social forces; determinate sentencing; structured sentencing; time served requirements; sentences for drug offenses; habitual offender laws; mandatory sentencing laws; policies and imprisonment over time; and conclusion. A combination of determinate sentencing and presumptive sentencing guidelines lead to lower rates of and growth in incarceration.
