This report promotes reducing the courts reliance on detention and confinement through administrative reforms and special program initiatives informed by an objective assessment of a youths risk level (p. 1). Sections cover: the need for alternatives to secure detention and confinement; expanding the use of alternatives to secure detention confinement through systems change; objective classification and risk assessment -- the process and common attributes of classification and risk assessment systems; special program initiatives -- examples of alternatives to secure detention and secure confinement; and common characteristics of promising and effective program initiatives.
