Problems inherent in the practice of sentencing youth in adult courts are explained. This report is comprised of these chapters: introduction -- one teen's story; the changing justice system; pathways to adult court -- a legal primer; the impact on society; attempts at reform; and lessons in reform. While significantly increasing costs, "prosecuting juveniles in the adult criminal system increases rather than decreases the likelihood that they will re-offend as compared with handling these same offenders in the juvenile system" (p. iv-v).
