Joint Inspection Report into Persistent and Prolific Offenders

An examination of the "practical workings of local PO [Persistent Offender] schemes together with other local initiatives directed at a slightly different set of offenders which had become known as Prolific Offenders" is provided (p. 1). Fifteen sections comprise this report: foreword; executive summary; the habitual, persistent, prolific, recidivist, or repeat offender; the policy context of the PO Initiative; defining PO; partnership findings; findings from arrest to sentence; probation and prison intervention findings for persistent and prolific offenders; initial outcomes -- nothing conclusive ; learning the lessons of the street crime initiative; the way forward; glossary; and a list of the inspection team members. Appendixes cover: key elements of the persistent offender guidance; the National Intelligence Model (NIM); terms of reference and methodology; and a summary of six relevant PSA (Public Service Agreements) targets.
