Mental Illness and the Criminal Justice System: Redirecting Resources Toward Treatment, Not Containment

While not "address[ing] the scope and quality of psychiatric services" in correctional facilities, this report "addresses the critical public policy concerns presented by those people with mental illnesses who are being treated by default in the criminal justice system and then outlines the case for "treatment - not containment'" (p. 1) Issues addressed are: the current situation; adults with mental illness; why did they enter the criminal justice system?; the predictable consequences of treatment; the case for treatment, not containment; and an agenda for change.
