Immigration and Naturalization Service Institutional Removal Program

Results from an audit of the state and local level of the Institutional Removal Program (IRP) are provided. The IRP aims to identify removable criminal aliens in correctional facilities for potential deportation on completion of their sentences. Non-federal agencies were focused upon due to the "inherent difficulties faced by the INS in coordinating" with said agencies (p. i). Contents of this report include: an executive summary; introduction; findings and recommendations; the INS has not effectively managed the IRP; the INS incurs millions annually to detain criminal aliens due to failures in the IRP process; schedule of dollar-related findings; and "Statement on Compliance with Laws and Regulations"; auditee responses; and analysis and summary of actions necessary to close report.
