Jail Planning and Expansion: Local Officials and Their Roles

Designed to assist elected officials and other policymakers, this document describes a five phase facility development process composed of 16 steps. Following an introduction to the facility development process, this guide addresses the process in detail: Phase I -- Prearchitectural Planning (needs assessment/facility master plan/and criminal justice master plan, economic feasibility study, architect and other consultant selection, and facility programming); Phase II -- Site Selection and Planning (site analysis and selection and site master plan); Phase III -- Architectural and Engineering Design (schematic design, design development, contract documents, and agency approvals); Phase IV -- Construction (building and negotiation, onsite construction, and construction completion); and Phase V -- Occupancy (transition and move-in, occupancy and operation, and obsolescence and renovation).
