An "unanticipated and generally unanswered breakdown in the continuum of community safety "resulting in great part from the lack of pre-release training and community supervision is examined (p. 1). This report is comprised of the following parts: introduction -- the prisoner reentry crisis; Massachusetts corrections; prisoner reentry (numbers, parole, and wrapping); reentry programs in Massachusetts; the first day out; barriers to reentry (identification, homelessness, criminal record exclusion, and employment); impact on the community; and recommendations.
