State Sentencing and Corrections Policy in an Era of Fiscal Restraint

Actions that have resulted in reduced incarceration ("the first significant moderation in criminal justice policy among states in decades") are assessed (p. 1). Following an executive summary, this documents reports on: legislative sentencing initiatives in 2001 -- reducing scope of mandatory sentencing and "Truth in Sentencing," changes in sentencing and treatment of drug offenders, and legislation to ease prison overcrowding; state efforts to reduce corrections costs in 2001-2002; and implications of policy decisions for future budgets and public safety.
