The findings from a two year assessment of the new Close Supervision Centres (CSC's, similar to the supermax concept in the United States) that manage disruptive prisoners are presented. This report contains the following sections: executive summary; introduction -- terms of reference and methods of study; selection of prisoners and population trends; regimes and management within the CSCs; staffing issues; effects of CSCs upon prisoners; impact of the CSC system on order and control in the dispersal system; cost effectiveness analysis; incentives and progression within the CSCs; integration with the long-term prison system; CSC's objectives and achievements; and key issues for CSC system future development
