Goals for and challenges to improving the planning of treatment for mentally ill offenders are examined. Some of the issues discussed include: the Texas Council on Offenders with Mental Impairments (TCOMI) has broad responsibilities but limited resources; de-institutionalization has shifted public mental health services to the local level where resources are limited; only 27% of those that need treatment received it; and five policy recommendations to consider.
