The Substance Abuse Felony Punishment Program: Evaluation and Recommendations

Results from an in-depth study of Texas' largest and most expensive correctional substance abuse treatment program, the Substance Abuse Felony Punishment (SAFP) program, are provided. The following sections comprise this report: introduction; characteristics of SAFP sample; overall recidivism of SAFP releases; variation in recidivism by county of conviction; recidivism of SAFP clients and comparison group offenders; cost-effectiveness of program; and conclusions and recommendations. The overall recidivism rate is 32%, with a rate of 7% for those participants that successfully completed all program components. This program resulted in a cost savings of $6.4 million.
