GAPS (named for bridging the gap between welfare and self-sufficiency) program implementation and the experiences of participants during the first two years of program operations are examined. This report has sections that look at: report overview; the GAPS program model; participant's experiences with GAPS; challenges to sustained employment; economic progress of GAPS participants; and operational lessons. After 18 months, 82% of GAPS participants are still employed, with 55% having incomes above the 1999 federal poverty level for their family size. Positive as the findings were, there are substantial challenges to be faced, such as lack of health insurance, child care, and transportation.
