Budget Analysis: CJ Mentally Ill

The 2000-01 spending plan proposed by the Governor of California calls for "almost $28 million in additional funding and related staffing. . .for new and expanded state and county programs to keep adult mentally ill offenders out of the criminal justice system" (p. 3). The Legislative Analyst's Office (LAO) recommends the approval of $6 million to new California DOC programming with supplemental report language to strengthen some potential weaknesses in the new treatment programs. LAO's recommendation to withhold $20 million proposed for the Department of Mental Health's mentally ill homeless project is explained. Additional commentary on the need for a comprehensive strategy to divert mentally ill offenders from the criminal justice system into appropriate treatment programming is provided.
