It is suggested that probation and parole systems could be made more efficient and effective by "simply transfer[ring] the successful commercial principles of our bail system to the probation and parole systems (p. 2)." In effect, accountability will be ensured by financial responsibility. Contents include: executive summary; the failing probation and parole system; how bail works; adapting bail to probation and parole; turf wars and resistance to privatization; and concluding remarks.
