Federal Prisons: Containing Health Care Costs for an Increasing Inmate Population

There was an average annual increase in Bureau of Prison's (BOP's) health care costs from 1990 to 1999 of 8.6%. While BOP's per capita inmate health care costs rose continuously from 1990 - 1999, the BOP's per capita inmate health care costs rose from 1990 to 1996 then decreased through 1999. Cost containment initiatives put into place by the BOP include cooperative acquisitions, precertification program, restructuring of health care staffing, telemedicine, and privatization. Two legislative proposals that will further control costs include prisoner health care visit copayments and medicare rate cap on inpatient hospital services. Negotiation of more reasonably priced contracts with hospitals could be another cost reduction option. Accession Number: 015933
