Activities supported by SAMHSA's Substance Abuse Prevention and Treatment (SAPT) block grant and Knowledge Development and Application (KDA) block grant funds for drug abuse treatment, fund use monitoring systems, and efforts to evaluate how effective grant funded programming has been are discussed. SAPT and KDA grant funds support drug abuse treatment services, technical assistance, program evaluations, and promotion of best practices and treatment techniques. Compliance with funding requirements is monitored with on-site reviews, independent financial audit reviews, and grant application reviews. Program outcome measurements vary, so SAMHSA is working on collecting uniform client outcome data utilizing the Treatment Outcomes and Performance Pilot Studies Enhancement program, or TOPPS II.
