U.S. Department of State Initial Report of the United States of America to the UN Committee Against Torture

Torture is prohibited by law in the U.S. It is occurs, it is an aberration, and the perpetrators are subject to criminal prosecution. This report describes the actions taken by the U.S. to give effect to the Convention Against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Report contents include: general information; implementation of specific articles; U.S. reservations, understandings, and declarations; relevant Constitutional and legislative provisions; information on capital punishment; INS regulations on torture; and Department of State regulations on torture.
