The Struggle to Sustain Employment: The Effectiveness of the Postemployment Services Demonstration. Final Report

The effectiveness of providing case management services to newly employed welfare recipients in order to help foster job retention was examined in the Postemployment Services Demonstration (PESD). Case managers were able to reach most (75%) clients with individualized counseling and support. Unfortunately, PESD had small to no impact upon sustaining employment, increasing earnings, or reducing welfare receipt. Programs considering job retention services need to target appropriate clients, tailor services to meet those clients' needs, simplify service delivery mechanisms, and assess what services are currently being provided in order to guarantee a comprehensive set of supports will be available to clients.
