Integrating Drug Testing Into a Pretrial Services System: 1999 Update

The latest information on how to integrate drug testing (aka pretrial drug monitoring) is provided. Two new technological advances are described (expansion of hand-held devices and the sweat patch) as are information about fluid loading and specimen adulteration, constitutionality of imposing drug testing as a condition of pretrial release, and costs of pretrial drug testing. This document is divided into eleven chapters: gaining support from criminal justice system representatives; integrating drug testing into the risk assessment phase, and supervised release process; chain of custody; testing of specimens; confidentiality; staffing; information system; procedures manual; costs of pretrial drug testing; and legal considerations.
