As with other states, Wisconsin has a problem with its current probation and parole system. This report suggests that the best way to fix system inefficiencies is to fundamentally change system management. The best way to do this is to use a national competition to select and implement a new approach. This could result in either substantial privatization or a rejuvenated, better managed public system. This report includes an executive summary, the significance of probation and parole, effectiveness of probation and parole, why recidivism is high, the magnitude and cost of recidivism, a rationale for more spending on community corrections, efforts to cut recidivism, changing the status quo, a proposal, and conclusion.
