New York State of Mind? Higher Education vs. Prison Funding in the Empire State, 1988-1998

Decrying the shift of public money from higher education to corrections, the authors cite the Rockefeller Drug Laws and the Second Offender Law as being direct causes of rising tuition fees in the State University of New York and the City University of New York systems.
