Federal Performance Management: Agencies Need Greater Flexibility in Designing Their Systems

Through case studies of six federal agencies, researchers reviewed their federal performance management systems, with the intention of identifying elements of effective systems and obtaining employees' perceptions of the effectiveness of the systems. Throughout their review, the researchers found that the agencies need greater flexibility in order to tailor their performance management systems to the way they do their work, serve their customers, and manage for results.
