This report examines the issues surrounding the corrections community's communications needs, serving as an aid for developing strategies and methodologies to improve the quality and impact of communications activities. This monograph documents and describes the audit process undertaken in three state departments of corrections as they sought to develop more effective communications plans. States included in the project were Rhode Island, Alabama, and California.
